It depends on whether you just means can they produce the tears associated with crying, or whether they make the snivelling sounds too. Their eyes can water, as in tears can flow, but I don't suppose they can make the sobbing noises associated with crying, because this involved inhaling quite a lot of air. Most people also take lots of shallow, frequent breaths when they cry, and of course they couldn't do that either. So if you just mean the tear aspect of crying, then yes, people can cry underwater, but if you mean could they sob too, then no, they couldn't cry under water.
