I have and I will in the future. I'm not a sucker for every out stretched hand tho. Sometimes I feel like it is divine intervention, like I am pulled toward someone in need. Sometimes I have an overwhelming feeling (empathy?) that I can't pass someone by without helping them. I never ignore those feelings and urges.
I have many times. I changed a tire last week for a stranded motorist and though I don't expect any gratitude for helping someone it seems as if fewer and fewer offer it.

yes i would to help the stranger out in the trouble, if he is really in problem.
this is because we are the human beings who are all attached with each one with the bond of humanity...unlike the animals...
It depends on what kind of help. If this stranger was bleeding from a stab wound or going into a diabetic shock I would call an ambulance. If someone is just asking for money because they lost it in a poker game than I would say "No way!!". At the same time our society, especially in urban metropolitan settings, we look at our feet. We see someone on the ground who cannot get up and we say " look at that drunk", and keep walking. I think the only thing holding us back from helping strangers in need are stigmas and ignorance.

All things in moderation... I would help everyone if I could. But it's not realistic. I have 30 family members and about half of them need help with one thing or another. (many with disabilities) Sometimes it gets to be too much and I have to get away.
My entire career (managing a non-profit) is designed to help others. So I do it every day.
Now, walking down the street and I see someone in need... I have often stopped to help. But there are some constraints. Would I be putting myself or others in danger by stopping? Do I recognize what the need is immediately and is there something I can do about it? Is the need/request reasonable or outrageous?
Give me an example of the person in need, and I have to make a judgement call.
An older person fell on the sidewalk, of course I stop to help.
An able-bodied man has a flat tire in the snow, I might not stop.
A child is crying, alone, and standing in the middle of a busy street, yes, I stop.
Someone has dropped their groceries or keys right in front of me, I stoop to help get them.
See what I mean?

I have done that already quite a few times actually. Once helped a blind man cross the road, second time I was at a tube station and this lady who could not speak english came up to me and said she came to visit her son, but now have lost her purse and couldnt get a ticket to go home. I gave her 10 pounds and she asked me for my address if she could return the money. I said not to bother as she reminded me of my mum.
Yes, I do my best to help people when they need it. I have been taken advantage of many times for this, but I will continue to help. It makes me feel good.

Sure, it´s my even what I make a living of actually. Although to really help someone, you need to get to know them a bit. So they´re not technically strangers anymore.
