I can only speak for myself, but...

If I see a good answer. I'll rate it useful.

If I see an answer that's doubtful, but is detailed and well thought out, then I'll give the person the benefit of the doubt and rate it useful and give my opinion on the answer.

If I see a question that, in my opinion is wrong, but generally harmless, I'll ignore it and let someone else be the old meanie to give the bad rating (we have no shortage of such people here, unfortunately).

And if I see a question that is wrong, and could be harmful or dangerous if the advice is followed (and doesn't seem to be meant as a joke), then I'll probably rate it incorrect with a comment.

See a related question that I answered on this subject ( http://www.answerbag.com/q_view.php/36811 ).

Yeh, I alway rate answers too, but in my profile I have a ton of answers that aren't rated. It doesn't matter if others rate my answers down, at least then I will know my response was incorrect.

I'm like Hungryguy, I rate answers that I think are good but tend to ignore answers that are a bit off, unless they are bad advice (generally medical stuff). I very rarely use the 'somewhat' and 'not useful' ratings or the spam one.
I try to rate all the good answers I read but I keep running out of ratings for people!

You can't always. For example, some people submit lots of really useful answers, and if you rate them 'useful' each time you read one of their answers, then you soon run out of ratings for them. The same goes for 'somewhat useful and 'not useful' ratings.
Therefore you often have to discriminate which answers you rate.

Also, even if I can rate an answer sometimes, I won't.
This is because the subject may be on something I know little or nothing about, and therefore the answer isn't 'useful' or 'not useful' to me.

If there's an answer that blatantly isn't useful, e.g How large is Africa? , and somebody answers with 'China is (X) square feet, then I'll rate this 'not useful'.

If I don't think an answer deserves a rating pos. or neg. I don't rate it.

I try, but apparently I have no integrity or something, and I can't rate anyone anymore!

There are some good reasons already mentioned here why we can't always rate every answer. There is one circumstance that tends to bug me. That's when an asker comments positively, then leaves no rating. I have found, though, that most who do that are fairly new users who may not understand or care about the rating system. I try very hard to rate only useful answers unless the answer is flat-out wrong, or dangerous, or obviously abusive (unless the abuse is directed at an unfair rating- those I don't rate at all).

The somewhat useful is a rating I use very sparingly since it does pull down the users overall rating, and even a somewhat useful answer is still useful (not everyone can think of, or fit, every bit of useful information in a single answer). I do hand them out from time to time.

When it comes to outside the bag, I rate totally subjectively based on creativity, and it's either useful or no rate, unless it's obviously abusive.

Humor is my weakness. If an answer makes me laugh I will almost always rate it useful, whatever the category. It's my weakness, because it sometimes gets me lousy ratings on my own attempts at humor (especially if it's in a category NOT outside the bag).
