    Yes. But it would be a reckless driving ticket rather than a speeding one.

    Absolutely. each state have traffic laws that state in essence, that you shall have your vehicle under control at all times.

    This covers road and weather conditions as well as any other incident.

    The basic speed law is to drive at a safe speed, regardless of the posted limits.

    Posted speed limits are the maximum legal speed given ideal conditions.
