A Splash page is basically a welcome page on a web site that contains more glitter and little or no substance. You'll often find the company logo and/or a cute animation that tries to seduce you with effects. It's a common technique used to attract and keep visitors. The down side is that it is hard to index a page with no text for search purposes.
