Generally, an employer cannot withhold pay for any reason. Many states allow employees who don;t get their pay on time to some sort of penalty. For example, some states give treble damages. Others give the employee their daily salary for every day that the employer fails to pay. The employer can certainly come after you for the damages if you were negligent (although some states require gross negligence).

I'm pretty sure they can't without your w2 for any reason, since you need it to file taxes.

An employer cannot withhold w2form's for any reason. Report this to your local internal revenue office and they will inform you of how to file against them and your employer will then be forced to cover any penalties that you may incur for late filing. As for the truck damages, unless negligence can be proven against you your employer cannot collect payment for the damages from the employee. :)
