With a questioning mind like that you'd make an excellent Muslim. They're supposed to question and not follow blindly.

Those that may admire her beauty are listed in HQ 24:31 "And say to the believing women that they should lower their gaze and guard their modesty; that they should not display their beauty and ornaments except what (must ordinarily) appear thereof; that they should draw their veils over their bosoms and not display their beauty EXCEPT to their husbands, their fathers, their husband's fathers, their sons, their husbands' sons, their brothers or...."

The idea is modesty and safety, not attracting the wrong kind of attention. All men are not allowed, apart from the small exception specified. All women ARE allowed, except a small exception - those in whose presence she might not feel safe.
