You hang out with friends. You take someone on a date when you are interested in being more than friends.

It all depends on what you want to call it (a date or just hanging out). It also depends on what you feel for the person. If this is someone you're interested in then that would be a date. If you're going out with a friend that there is no interest there then that would be just hanging out. :)
