A truck-tractor hooks up to and pulls a trailer. A full trailer has a front axle. A semi-trailer has no front axle. Hence, semi-trailer. A farm tractor may pull a full trailer, such as a hay wagon. It has a drawbar to hook up to. That bar has a steering axle on it. Semi trailers have no steering axle.

An additional point in the definition of semitrailer is the rearward position of the wheels, so that the towing vehicle supports approximately half the weight of the trailer. Travel trailers and many other utility and equipment trailers, with their more central wheels, load only about 10% of their weight on the tongue, and thus are not semitrailers even though they also lack the steering axle.
