the "fourth" dimension is time. We currently can move forward/back, left/right, up/down - giving us three dimensional movement. Moving forward/back through time would give us a 4th dimensional world - so i think it's possible to conceive living in. I can see a lot of people abusing this for personal gain to the point that we would just learn to stop trying to mess around with time and live life as it happens. Perhaps this has already happened, and is why some people are able to predict some small instances slightly in the future, or in dreams, because it's not something we evolved out of, but simply as a collective group have forgotten how to do consciously. They say that "history repeats itself", so maybe we will rediscover this dormant ability in the future, go through a period where this becomes useful, then exploited and then go back to a culture that actively stops doing it, causing the gene to become recessive once again.

A good way to conceive of the 4th dimension is to think of yourself right here and now - now extrude backwards hour by hour everything that you did so that you have what amounts to a worm-version of you and your actions spreading backwards into time. Now, imagine that it also projects forward... That is, as Ryan said, the 4th dimension of time...and its a helpful way of conceiving it spatially. In order to view time as a dimension you have to be willing to conceive of it as a whole.

A book is a fourth dimensional representation of a universe. It contains an entire timeline, but we only 'experience' it one word at a time. Once you've read the story, you know the entire book. But if you were a 4th dimensional being, you would experience it all at once.
