The first electron shell can only hold two electrons. Helium's two valence electrons are it's only electrons, so it completely fills one electron shell.

The octet rule doesn't kick in until atomic number 3 (lithium) & higher. Hydrogen and Helium have only an S orbital with room for 2 electrons.
