Business Adm. focuses on the private sector where the bottom line is profit.
I have an MPA. This focuses on the governmental sector where the purpose/bottom line is not a profit but to administer public programs while often spending lots of taxpay money.
The emphasis is on results based on the purpose of the agency/programs.

Very similar means of measuring is used and effectiveness is very important.

The management of personnel is also different. Public employees usually have more rights than private ones. The government is charged with protecting people's rights in both secotors. But, it becomes more complex and complete in the public sector.

    Just a few examples.
