It means that the telephone dialing system is so busy that it can't complete your call.
you dialed a Fax line by mistake.
IT could mean that the network or circuit is busy. It also means that you didn't dial the number right. Reason why I'm saying that it means that is because when you get a recording saying that the number has been disconnected or is no longer in service, that sound comes after that. Basically, that sound also means that you didn't dial the number right.
