"No offense, but....." means that the person saying it is about to offend you and they're giving you fair warning and even a sort of disclaimer so that when they DO offend you its excused. lol

LOL. It means they are going to say something offensive but don't want you to jump all over them for it.

It's short for 'No offense intended', meaning that what they say might be interpreted as giving offense but they didn't mean it that way. As with many expressions, what you say and what you mean can be 2 different things.

When I use it I mean that I do not want to offend you but it is my personal opinion and I do not want to offend you, because every one is entitled to their opinion, as I am sure the person I am talking too have theirs,

The complete opposite, same as when someone says 'with respect'.

It means you just said something inappropriate or racist in front of someone who might think you are directing the comment or insult to them. It's a clever way to back-pedal so you don't get your ass kicked.

To make a long story short, it means not to take it seriously.

That they just want to tell you how it is but not to offend you in anyway so there wont be any fights between you.

Usually it means they've just said, or are about to say something that they know full well will be offensive to the person they're talking to.
Its a bit like the prefix "I'm not a racist but..." (only ever heard said by racists)
