My brother owes me money and is refusing to pay what can I do

    You can remember that he is still your brother. He may be a deadbeat, and you may have to watch his mistakes catch up with him, but you should try to make him see the error of his ways without taking it to an outside court.
    The Jews and Arabs have the same basic problem. The only solution for them, as for you, is for love to work its way through the situation. Tough love where necessary, tender where possible.

    Take proof of the debt and sue him for it in the appropriate court. Usually a civil court either small claims or superior court depending on the amount.
