The most basic response is that a flash drive is just an integrated chip aka a bunch of transisters. Ones and zeroes. It uses a type of ROM aka EEPROM chip.

When I am downloading pics from my Olympus C-730 Ultra Zoom, when I click and drag, all of a sudden it will start making 'copies' of the pics back on the XD card. Multiple copies.
