As early as legally possible, so long as the person is able to handle the responsibilities of operating a car.

i agree, as early as possible. more ecperience=better driver later

It is about 15 to 16 years old. The reason why is that you can learn about the cars at 15 and have a learners permit and know half of driving then at 16 you can know most about driving and pass the test easy. But it is up to you when you want to get a permit or licence.
