Many birds do, some because they weren't around a male, and some because their mate is incapable of being fertile, usually due to pesticides or something similar. We've had lone parrots, big and small lay infertile eggs, as well as peafowl and pheasants, quail, and ostrich.

My female dove has layed dozens of non-fertile eggs. Abandoned eggs might be found in abandoned nests.
