It was always illegal because it's speeding. When it was classified as racing in particular depends on each state. By classifying it as racing, it bacame a more serious infraction.

Racing on the highway is a hair away from wilfull wanton reckless driving which is also a crimanal traffic offense. these are criminal because of the hazards racing creates in the city and county roadways. FHP and other florida agancies have worked multiple fatality traffic crashes which resulted from Racing on the highway. It is a major problem in other states as well.
