Help answer this question below.
My 2003 Tahoe has been to the dealer 3 times so far for the same problem and it still isn't fixed. The first time they replaced the black box under the driver's seat. The second time they replaced the switches in the door. 3rd they disconnected the switch and lights from the system and the heater still comes on. They said they followed the shop manual, so this is not an easy fix.
It's probably controlled by a thermostat. There should be some type of control to turn it off. If you don't want it on you could probably unplug a connection under the seat.
