You can also keep it simpler by creating blog on blogger.com or wordpress.com. This way, it's free, and there's no coding involved. Little things like email a friend are already embedded and no coding is involved. Sometimes by the time you learn how to code and create graphics, you may become frustrated, especially if you're new. I've been programming for a while, and I still use these free services, just because I don't want to program an entire site.
you can use professional software like Dreamweaver or you can get a domain from such sites as www.godaddy.com (costs money but you choose your name) or www.geocties.com (free but has the geocities prefix). the last two, however, require some HTML coding experience. However, a weekend (or couple hours) with these free sites should give you all the info you need.
