Fuel pump relay is in the constant control module on the cooling fan shroud of the radiator. It also contains other relays like the cooling fan, "Run" relay (sorry, no idea of the name, but if its bad the car won't run)The "run" relay provides power to the computer to tell the computer that the car is in run mode, and then the computer provides power to the injectors. IF by chance the car is bone cold, and the radiator fan comes on with the key, like you are trying to start it, you have a failure inside that box, and then you have to replace the entire box unless you obtain a print and are good with electronics. Just a standard relay, but it is soldered onto a board. Buy a new one or swap it with another vehicle of the same year, say from a junk yard.
on the 1993 Taurus the fuel pump relay is located in the engine bay center of firewall. 94 should be in same area
