Use rubbing alcohol, it melts pine sap and removes road tar with minimal elbow-grease! After removing tar and pine sap you should use a soapy sponge on the treated area afterward to completely remove any residue.
try regular olive oil
I've had pretty good results with Meguiar's Paint Cleaner :

It takes a little rubbing, but it's definitely safe for your paint!
You can use gasoline. Unleaded gasoline will remove sap, road tar and oil without damaging the paint. (Leaded gas will damage paint).
You may need to let it soak, but it will come off quickly.
My girlfriend tell me to get road tar or pine sap off your car , spread mayonnaise over the affected area, let it sit for a few minutes, and wipe it away with a clean, soft rag. She was right! It worked.

I used 91% Isopropyl rubbing alcohol on the windshield and it worked GREAT! Didn't need to scrub hard at all. Thanks for sharing! :)(Didn't try it on the paint/body of the car, so I can't speak to that.)
