Hi,
Find the information on Rules and Regulation of "California Driving Permit" visit the website
www.californiadrivingpermit.us
In CA if you have a permit, you must have a licensed driver in the passengers seat. There are other rules, if you're under 18 but you're not so that should be the only requirement.
No. most, if not all states, require a fully licensed driver to be in the vehicle, at the same time
If you are 19, why do you need a licensed driver to be with you? have your license been suspended or revoked?
No, I think she has to have a valid driver's license. Reason being, if something were ever to go wrong, the person driving with you would know what to do because they are qualified as a licensed driver.
