Help answer this question below.

Can a police officer walk into a bar and tell everyone if anybody gets in their car and attempts to drive he will pull them over? And then stop them before they get out of the lot, and arrest them for DUI?

    In England you would not have to drive or show any intention of driving . if you left the bar and sat in the parking lot in possession of the keys you could be cited for being DIC Drunk in Charge.
    of the vehicle. People can even be found drunk in charge of a bicycle which is a good idea. there should be zero tolerance, no level If you drink DO NOT drive

    No. He is reliant on the assumption of drinking just because you are in a bar. He has no legal grounds - but if he watches you get into your car, acting drunk, and drive erratically, then he has the reasonable suspicion and can act; otherwise, you could fight this in court.

    Yes, he can walk into a bar and give a general 'heads-up'....good preventative policing.
    He can stop them in the lot...with reasonable suspicion and cause.
    He can arrest the driver ONLY after evidence is found that the individual "in charge of the vehicle" is impaired.

    It's the same principle as a security checkpoint. If the police let you know that you can't bring any guns through the checkpoint before you get to it, they can still check you for guns to make sure you are in compliance. If you are carrying a gun, you go to jail. If not, you go on your merry way.

    Of course he can. He walked into the bar, warned them NOT to drive (or certain ones) and I am sure a few took a taxi or walked. Anyone who got into their vehicle and drove even one foot, and is drunk, YES that constitutes a DUI.

    First, he walks into the bar and apparently observes that everyone may be intoxicated. the officer is giving a warning not to drive, but rather call a cab or a friend for a ride home. i see this as a valid warning.

    Apparently, some people did not heed his warning and were consequently arrested for dui. its a valid arrest, if the officer first observed the intoxicated people in the bar and gave a warning not to drive a vehicle.

    The officer was well within his authority, based on his observations, to make arrests for driving under the influence.

    He can come in and give you a warning. In fact, he was quite nice for doing so; usually they ambush people without warning.

    As for the arrest, he must have sufficient probable cause. Seeing a person come out of a bar and get into a car and drive off is sufficient to pull a person over and give them a sobriety test or breathalyzer, but no more.
    Of course refusing a test is sufficient cause to assume you're likely intoxicated/guilty...

    He can stop you but can only give you a DUI if you do not pass the sobriety test. Have a DD with you. (Designated Driver)

    yeah. he could also wait until you leave the bar and hit you with a PI. or he could plant drugs on you and get you on felony charges. cops can do whatever they want, but they're good people. so they wont.... usually.

    Maybe. If your not drunk you don't have to worry about getting a DUI even if you are pulled over. Maybe someone left that bar drunk one time and killed someone while driving?

    I think even if they can pull over and give a breath test but they never can arrest you if you didn't drink.

    Laws vary world wide ...

    ... in some parts of the world alcohol is very illegal and just being caught in a place with alcohol means a long jail term, and having consumed some means a longer jail term ... in some places the police need just cause before they may even enter the bar and are not permitted to give warnings, they may only wait for crimes then investigate after the fact ... in other places this is perfectly acceptable, allowed, and done frequently ...

    Couldn't drunk driving be virtually eliminated if every town had a policeman stationed at every bar and warned everyone leaving that they would be stopped if they got in a car and drove away and have other officers in cars sitting in wait once the officer at the door radioed them with a description?

    Ohio law dictates that an officer of good intent can warn and or even arrest and charge you with either a dui or dwi depending on the limit you blow while you are in possesion of the keys. Possesion is you behind the wheel with the keys in ignition. All others in the vehicle can be charged with public intoxication.

    In michigan I know that if a cop is following you without their lights on and u pull over and pull the keys out of the ignition before the police turn there lights and sirens on they cannot get you for anything. but thats your word over the cops.

    This is against the law in all 50 states, not "preventative policing". First, a police officer must have what is known as 'probable cause' to pull you over. Typically, this means you must commit some offense under the Vehicle Code. An officer cannot simply wait outside the bar, watch for people going to their cars, and pull them over: that is not a valid probable cause. If the officers pulled you over without probable cause, you need a lawyer to file a suppression motion to get the illegally obtained evidence thrown out.
