  • I can't write to the legality of such advertising. My brother has his own views on this matter. However, I will write this. I make it a habit of not patronizing business that litter on my car (i.e. put fliers on my car). I find it very annoying for a couple of reasons. First of all, I often don't notice the flyers until I am in my car. So, that means that I have to get back out to pull it off of my windshield before I can safely operate it. (If I don't then it becomes a distraction while I am driving. The second reason I find this form of advertising annoying is because generally I am not the sort of person to litter. This means that I have to find someplace to properly dispose of the flier thus resulting in one of two possible consequences for me. Either I waist more of my valuable time locating for a trash can or the flier winds up adding to the clutter in my car. So, for these reasons, putting fliers on my car has the opposite result of what is intended. Instead of encouraging me to patronize your business, it motivates me to stay away.
  • I had a flyer placed on my car in Mountain View at my workplace. There is a bylaw in Mountain View against this so I contacted bylaw enforcement and they took care of it. So from the sounds of it the rule will vary from city to city.
