shut down television and the internet, close gas stations, malls, bk and mcdonalds, dump all the beer,outlaw lottery tickets, ban import of coffee all, simultaneously ( however, anyone of those things could trigger it.)

I think internet, phone and gas stations are all thats needed. Without the internet or phone people could only contact others by snail mail and then only by a couple days ride to go a few towns. Without the gas all the mail would have to be delivered by animals and it would cost so much everyone would go crazy and cause anarchy.
