    Laws vary world wide ...

    ... in some countries only duly authorized government people can operate an aircraft, such as in Cambodia, where only military, police, and special agents may be pilots, and any type of conviction makes it impossible to continue to be with the government.

    In some other countries, there is a lot of corruption and a few bribes can buy a pilot's permit even without training, and even for a convicted felon.

    ... so it all depends on what part of the world you are referring to ...

    Yes. To be an Airline pilot - No. To pilot freight - Maybe.
    TSA/DHS has made some changes regarding who can fly what where. Recent changes in VFR flying also may affect those with felonies that have pilot licenses.

    Some schools will not accept you if you have a felony. If you are on parole or probation, your parole officer may consider you a flight risk if you try to get a pilot license.

    You can get an FAA certificate if you have a felony conviction. However, if the conviction is for a drug or alcohol offense, you may not apply until one year after your final conviction. You can read more about this in the FAA’s regulation, 14 CFR 61.15 (drug and alcohol offenses)

    If the felony is for drug/alcohol/DUI, you can't apply within a year of your conviction.

    Note that this answer just covers getting a pilot's license, not getting employment as a pilot, which is different. If you just want to pilot your own aircraft, you can get a license.
