Yes, as long as the hair follicle is there, hair (no matter where it is) grows back. Shaving doesn't destroy hair follicles, a technique called electrolysis would though. Electrolysis is sometimes used by people who suffer from unwanted facial hair, or even just to rid them of the inconvinience of shaving their underarms and bikini lines. If you shave your pubic hair it might itch a bit, or more likely a lot, when it starts to grow back. Nasty.

Yes. Usually quite quickly. And it will be damn itchy too. Its really not a good idea to shave down there, its very delicate skin and stubble can be quite irritating (not just for you, but for anyone you happen to be having sexual contact with!). If you want to tidy up down there you're much better off getting a proffesional wax.

Yes of course, shaving will actually cause body hair to grow back thicker and darker. Shaving is the most temporary method of hair removal because it merely cuts the hair off at the skin surface.
