The answer is Texas, they scored 12 runs in the 15th(I think) innning against the Oakland A's in the very late 80s to win 16-4. I saw the game and even waited thru the A's at bat in the bottom of the 15th hoping for a 13 run rally. It was one of the longer (not the longest) games ever played, so I felt I did get my money's worth
