Washington DC, 1985. It was a derisive term (along with "emocore") aimed at bands that eschewed the aggression of the hardcore scene of the time in favor of a more midtempo, introspective vibe. This kind of music has absolutely nothing in common with what's referred to as "emo" today, which owes more to indie rock along the lines of the stuff that came out on Deep Elm Records in the 90's.
