Was it constitutionally correct to save the American citizens in Lebanon?

    Was this question raised when Saigon fell to the Viet-Cong? The government is required to take steps to remove its citizens from "harms way" if at all possible. The service provided (transportation), should only be used by those that do not have the means available to them, to evacuate. However , in a war zone, it is near impossible to tell which people are able and which are not.
