Product development, packaging, and marketing, and a wee bit of production cost. Programmers don't work for free, and most have huge appetites for pizza and szechuan. Same goes for graphic artists and machine operators. Even downloads have to be set up by a human at some point.

I'm only guessing here but I'd say the number one thing is time, i.e. people's labour.
Twenty years ago I'd look at computer games and prices and think they were way over-priced. ("I could do better", I'd think ...)
These days I look at games and know damn well that a hell of alot of time went into their development. Actually, it's not that bad as code can be re-used, graphics can be re-used to a certain extent, old games can be built up - but if something looks too similar to another game then people won't like it. Originality is essential for sales.
So yeah, my number one guess is time for labour.
