Just keep filling it and rinsing, I'm afraid! In future, try not to use soap and instead use a 10% bleach/water solution or products for sterilising baby equipment and then rinse thoroughly.

If it looks like layered "rings" of white-ish crust, it is most likely water mineral deposits. I would use vinegar soaked towels to remove it. Lay the aquarium on its side and let the vinegar work on the deposits for several hours to overnight, depending on how much there is. This method will be the least amount of work for you, but you do have to wait while you soak each side individually. Scrubbing may scratch the glass and give it a cloudy look that wuld be permanent. Do not use products like CLR or Lime-a-Way if you ever want to put fish in it again. It is extremely toxic and nearly impossible to completely remove enough to be safe for them. Just get a steel wool pad and scrub and rinse and scrub and rinse or I bet that a fish store would have something for that specifically
