Harmlessly? NO! Apparently you have never had a peeper in your neighborhood. If they are curious about something, they need to go on down to the xxx book dealer and satisfy their curiosity somewhere else than outside people's window!!

IMHO, anyone can satisfy there needs and jollies however they want as long as they harm no one else.

Peeping is atrocious. The whole idea about porn and violence seems a little half-baked. After all, most people have seen porn or what it in moderation. So if your theory is correct that 85% of Americans would be violent or even serial killers... Illogical as hell.

they are satisfying more than their curiosity. toms who look at women masturbate while they are watching. which is another way of saying they were having non consensual sex at an emotional level.

No, for peeping toms are feeding their depraved nature in gazing on skimpy clad women and or nude ones, and it is that possibility that leads to porn, and may be to crime. After all, many serial killers started out with porn. They end up wanting what they dreamed up so long ago and use violence to take it, and that violence changes or takes lives.
No, and if you are in a relationship with someone and find out that they had been a peeping tom, you may seriously want to evaluate your relationship. I was in a relationship with a previous peeping tom and it fell apart because he had serious issues especially with porn. I wouldn't say he was violent or would be a serial killer as someone else mentioned. But he was seriously lacking in the healthy sexual relationship department... turns out he watched porn every day at work too
