    You have to have a high relationship with a wolf. When your Sim's relationship is high enough with the wolf then the wolf will "nibble" your Sim and then VOILA... a werewolf.

    Same as what Fun said but You need a high relationship with a leader of the pack not any old wolf for normal wolves are well normal and can't trun sims into werwolves. The pack leaders are the wolves that come out at night with glowing yellow eyes.
