This will require a little bit of research on the audience you are writing for.

First you will need to know what they need information on, and what they already know. You should also know the general intellect of the people you are writing for. The informaton is no good if they can't understand it. Additionally you will want to ensure that you explain any additonal information that may be required. It's often helpful to give examples.
