In New Hampshire the papers don't need to be signed if the intent is posted in a statewide newspaper. It's what happens when the location of a spouse can't be determine. A way around the issue. You should ask a lawyer if you haven't already.
There is nothing that can be done by you - only your s/o can do anything. If he chooses to do nothing, or just bide his time/wait it out, you just have to be patient.
This is an issue for him to discuss with his lawyer - there are usually steps that can be taken to move the case along.
Is he giving her any sort of child support or spousal support? If so, she probably has no incentive to sign anything that might change the status quo. While I do not advocate withholding this support, especially if there are children involved, an offer of a clean settlement with no messy strings attached might kickstart negotiations.
But frustrating as it is, it is up to him, not you, to get things moving.
He doesn't want to divorce that person, because he is thinking about going back..
My divorce is delayed because the sherriffs office only documented that they served her something, not what they served her. how can the sherrifs office not know how to serve? and how can I get my money back?

Why do people incorrectly assume prenups are foolproof and will protect the husband? They aren't legally binding and often get thrown out!

You're reading My s/o has been separated from his wife for 8 months now, yet after being giving papers for this 2 times, she refuses to sign them. I'm running out of patience, is there anything that can be done?
