Throughout the early 20th century, they experimented with different counts for balls and strikes. Both used to be higher. Also, bunts were fair if they landed in bounds and then rolled foul before passing first or third base. And worst of all, hit by pitch used to only count as a ball. The meaner pitchers of early 1900s would plunk the hitter a few times and then strike the poor battered batter out. The answer, however, is: Baseball found this to be the fairest to the pitcher and the hitter, and still keep the game moving swiftly to be exciting for the fans.
