How about using a few coats of the hardening nail polish and when it is completely dry, just use one of the lesser abrasive surfaces of a nail buffing device to roughen up the surface just slightly?

I remember my grandmother drinking a product called Knox for Nails every morning. I think it is still available at your local drug store.

I use Avon's product Nail Experts. It applies like a nail varnish, but dries very quickly, within second, and disappears. No shine. And it works!

Soak your nails in salt water. It is almost costless and works great.

Try Matte Nail Envy by OPI, as the name implies it dries to a matte finish rather than a shiny or glossy one.

Soaking mine a couple times a week in olive oil for a few minutes helped mine a lot
