I know three perfectly healthy people who are proud that they've managed to wrangle those things. I honestly think that you've done all you can do now without becoming the center of a huge controversy. If you really care more than you care about "making a scene," you might want to find out what local agency in your jurisdiction is in charge of the disability signs and report her as a potential fraud. You would be my personal hero if you did that, but...that is going to be an AWFUL lot of trouble and put you in the spotlight. It is unlikely that you will be able to remain anonymous without her finding out. And of course...there is some small possibility that she has something that you can't see, like a heart condition, or that she has a friend that is a doctor and wrote her a note for something that she doesn't have. Either way, you're probably going to put yourself into an uncomfortable position and lose anyway.

You could ask the landlord to put in another handicap parking spot.

Turn her in. That is pure laziness and selfishness and she has no rights to that spot. I see that in the stores too, it pisses me off there too.
-
Are you sure that she doesn't have a condition that isn't visible to the naked eye?
-
Is She a blonde? Just kidding, I hate when people that do not need the handicapped spots use them, its pure laziness.

she really could have a condition that makes her eligible for that sticker. just cause you don't see it, doesn't mean anything. I believe that Karma has it's time and place.. IF she is faking, she will pay for it..and one day really need it or she'll get an illness and need a spot and the spot will be taken by another non handicapped..they will then find out what it's like to experience it. Again, don't assume that just because she's young and looks healthy, she is. I look healthy too and I have at least 5 dx for me.

I would call the police, give them the number on her handicap sign and have them verify it. If everything checks out there isn't going to be much to do legally.. However when I lived at an apt complex I got tired of the same thing, when the cops wouldn't listen to me I kept popping the tenant's tires with an arrowhead welded to a tire iron. It took 8 tires but, I finally made myself clear. You could also get a hot rock and leave it under their tires just long enough to melt them believe me that one really gets their attention!!

SOME people look "perfectly healthy" but aren't for various reasons. If they have been given a handicapped placard by the state (which is where you get them), then you MUST assume there's a reason. For example, my ex has MS. I don't believe she has a placard, yet, but she probably could easily get one. She can walk fairly normally still, and looks healthy as a horse (so to speak.) Are you going to begrudge her a handicapped spot because she LOOKS healthy? For another example, I have diabetes. I have had all my toes amputated which plays hell with my balance. I have also had knee surgery to repair the quad tendon to kneecap connection. It will only bend about 90 degrees, and I can't stand for more than a few minutes at time without my back killing me. (No toes, balance is transferred to lower-back muscles. I can walk. A LITTLE. Because of the balance and knee problems, I use a mobility scooter when we go out to the stores. I drive, too. (Hand controls.) Because I can walk fairly normally short distances, and that's all most people will ever see me walk (such as from my car in a handicapped spot to an apartment), should I be penalized? I have a placard. You MAY not be able to see that my feet are two different sizes, and that my knee won't bend all the way. NOR may you be able to tell that I have balance problems. Would you report me? If you think (or know) that that placard is not hers, and the car is registered in HER name, then call the cops. However, if the car is in her husband's, or live-in boyfriend's name, and she drives his car, then she's perfectly legal. Get ALL your facts straight before you accuse. ;-)
