Packing your own parachute has nothing to do with it. Everyone that start skydiving either it be a AFF, Static Line or Tandem uses the DropZones equipment, a tandem instructor would not let just anyone pack their main canopy. You are not required to ever pack your own parachute, of course you will never get off of student status until you do and if you can afford to pay student prices then you can avoid packing for ever. The regulation in the Skydiver's Information Manual from USPA states in section 2-1 category D. that:
1. Skydivers are to be at lease either:
A. 18 years of age[FB]
B. 16 years of age with notarized parental or guardian consent[FB]
with the [FB] meaning that it is waiverable by a Full Board of Director of USPA only
