marquee then brightness/contrast
3 steps to do ,
1)select the part where you have to highlight and duplicate it,
2)create a layer in between and apply the desired effect to a circle tool, so that it looks like a glow
3) place the layer inbetween the original and duplicate cut layer
Use the marquee tool of your choice to make the selection, choose, "layers", then ""new adjustment layer", then "levels". Then slid the center sliding point to the left for lighter, or the right for darker. This method alows to to turn the effect off or on in the Layers Pallet.
Use the dodge tool.
