TV celebrities are paid by season, which can then be worked out into episodes. For example, Kelsey Grammer earned $1.6m per episode of Frasier for the last few seasons.

With movies, most celebrities are paid one sum which could be up to $20m per movie, but when an actor becomes "big-time" and popular they can negotiate a perceentage of the box office income, like Jack Nicholson did in the Batman movie in which he earned more than $60m.

By how much the production company pays them. Then the production company makes their money back from the profits from box office sales. Some TV celebrities get paid per episode. And when the show gets better, the star can negotiate for higher pay due to the popularity of the show.
