If they had a stack of urinals up against the wall, so that women could pee standing up (By stepping over the urinal, facing the wall, so that the urinal's receptacle falls right below your sweet-thingie) and women's underwear was so that there's an overlapping hole in it's underside (Which women would have to pull apart to pee), would you use it? That would put women at par with men, wouldn't it?
Women do seem to have more stalls where men get the urinals but in a busy place it still doesn't seem like enough.
Have any studies been done on actual t-time? I would expect any additional toilet time to be due to clothes. Almost all additional time inside the area, due to primping & socializing!
It's probably more likely due to outdated building codes that base the bathroom requirements on the occupancy load of the site. Most developers want to make the bathrooms as small as the building code will allow. This is because the bathroom is a common area and doesn't earn them any extra rent. Some building codes have addressed this issue and allow men's rooms to reduce the number of stalls by installing urinals. Urinals require less square footage which allows the men's rooms to be smaller. This in turn lets the building code require more stalls in the women's rooms which causes the women's bathrooms to be larger. By adjusting the balance this way, both bathrooms experience a similar "turnover" rate, even though the men's room may be smaller or have less facilities.
I guess treating both genders as being perfectly equal in every facet of life isn't always a good thing!
(Before anyone flames me- this don't mean I "look down on" anyone- just recognize that there are gender differences!)

You're reading Why isn't there a single architect in the Western Hemisphere with the IQ of a turnip? By which I mean they all design public buildings with equal numbers of toilets for men and women, even though most women need twice as long to use one.

I would if I had some degree of certainty that the ladies would use it, but unfortunately the ladies are very reluctant to respond to this line of questioning.
