Contact your local elementary school. They begin taking speech only students at 3 years of age. Ask for a speech evaluation.
Does your state have a Step Ahead Program or something like that? Check with your child's doctor to see if they have any preschool age program that has therapy available. You might even be able to contact the local elementary school. Or, contact your state's family and social service department for the listing of available services. This is a program that can provide services to children who are in need of therapy or has some developmental concerns. Often times the programs are free or at minimal cost. Good luck.
There are a lot of organisations to assist parents like you. I went looking and found this site which lists lots of them. I am sure they will be able to find you some play groups or similar, or advise you on what to do. No child should go without help:

This fun device can be used for any age. You probably can come up with a fun game to play "phone" with each other. The great part is that your child will immediately hear what their voice and ennuciation sounds like through this little "toy".
I agree also with the last answer you received. My son received FREE pre-K speech therapy through our school district. We live in San Jose California.

If you live in the U.S. the school system is required to provide your son with speech therapy. Assuming the problem is serious. It is hard to give you more information b/c I don't know where you live. But here is a list of sites from google.

There are alot of 4 year olds that have problems with the sounds of r, f, and l. If this is what you are talking about then perhaps you could just help him say some simple words that carry those sounds and practice with him. It is a common thing and you shouldn't panic. He will do fine... Most schools have speech therapy which starts with Kindergarten. My son went through this program and it helped him SO much and very quickly.

You're reading Does anyone know of any at home speech therapy programs/techniques I can use with my 4 year old son? Our health insurance doesn't cover speech therapy and I desperately want to help my son!!
