  • Men - a 30-inch waist (or smaller) would be considered small. Women - a 24-inch waist (or smaller) would be considered small.
  • It depends on what country you're in. Standards in Japan are much different than standards in the U.S. Sixty percent of Americans are considered "overweight or obese," so the medical definition of "small" would be a lot different from the fashion industry's definition. For fashion, I mostly agree with the answer by Nuttsky: probably 30" for men and -- I'm more generous here -- 28" for women. That's for adult women. Women's "junior" sizes, meant for teens and young twenties (in other words, women who generally haven't had pregnancy stretch their waistlines), are probably a couple of inches smaller.
  • It depends on your height.My 5'4" friend has a 25" waist and my sister at 5'9" also has a 25"waist.
  • I have a 22inch waist and I've been told is is really small. So I say less than 23inch
  • It all depends on the person but I think that smaller than 32 inches is too small in most cases.
