This doesn't seem real current, but according to http://www.cbsnews.com/stories/2005/01/06/60minutes/main665257.shtml .50 cal. rifles (your definition of sniper is your own) are legal in all but Ca.

They are pretty much legal everywhere in the United States. There may be a few states that have some restrictions regarding them. They are so expensive that they are rarely abused.

Everywhere. Every kind of weapon is legal after you find a license for it, except automatic weapons. You will have problems finding the license, and if you have one the only thing you should do is to go to the store and buy one rifle.

A 50 cal. would be a hell of a "sniper" rifle!
