The same way a circumsized can. The extra skin would not hamper the production or expulsion of semen.
-
The extra skin has absolutely nothing to do with being able to get a woman pregnant. If that were the case, uncircumsized males would die because they wouldn't be able to expel any fluids. The skin on the penis folds back when it becomes erect and can be pulled back for urination. It doesn't hamper or prevent any fluid release.

How can you think that the natural state of the penis is unsuitable for impregnation???
-
hello? how do you think this person urinates? if he can pee, don't you think they can ejaculate out the same hole!!!!
-
how can't they?, there's no difference, the forskin doesnt block anything, and is basically 'peeled' back when inside the vagina, so it might as well be an uncircumcised person.
-
An intact man does not have "extra skin". An intact man has the skin he was intended (by nature or Deity, you decide) to have. It is a circumcised man that is MISSING skin. As such, the intact penis is exactly what was designed for impregnating a woman, and an intact foreskin is not a hindrance to impregnation. Additionally, the foreskin is pulled back from the head during penetration.
-
If the foreskin is not retractable and restricts the free flow of urine and or semen, chances of good health and pregnancy will be reduced. But that's OK, we need less of those people anyway.
-
When the intact penis slides into the vagina, the skin rolls back. When it slides out, the skin rolls forward. It does not interfere with ejaculation... just makes sex feel lots better!

the foreskin pulls back when you insert the penis into the virgina or were ever you place it,, so having a foreskin does not stop the seamen comming out,, look up google and you can see how a foreskin works.
