it is logic to think that electrons do feel the propulsion force toward each other, however the propulsional force is decrease with distance. the thinks is I still dont understand the condition of your question, can you state your question in more details maner??

Think of an electron beam out in space, travelling at a relative speed of half light speed from the electron gun. As time goes by, I imagine that each individual electon would repell each other, therefore diverging.
